The Department provides educational facilities for achieving functioning literacy among illiterate prisoners besides providing higher education facilities to literate prisoners through IGNOU and Krishna Kanta Handique State Open University. Vocational Training imparts to the prisoners for skill upgradation, rehabilitation and social empowerment in various trades like Carpentry, Bamboo & Cane, Handloom & Handicraft, Cutting & Knitting, Manufacturing of Soap, Phenyl, Garment making in the Jails. For the promotion of entrepreneurship in various crafts, the Jail Department participates in the India International Trade Fair, at Pragati Maidan, New Delhi.
Inmates are provided round the clock medical attention in the Jails of Assam. There are hospitals in all the Central Jails and a few District Jails having permanent Medical & Health Officers serving on deputation from the Health & Family Welfare Department and other medical staff like Pharmacists and Nurses in the Jail Hospitals. Almost all the dispensaries with pharmacist are having the first aid medicines. Prisoners suffering from various contagious diseases are kept separately. Prisoners suffering from serious ailments are referred to the Civil Hospitals (GMCH, AMCH). Besides, the prisoners suffering from mental and psychological problems are referred to Lokopriya Gopinath Bordoloi Mental Health & Science Institute, Tezpur for treatment.
The Jail Department has taken up various correctional programmes to channelize prisoner’s energies into constructive and creative pursuits, instilling in them a sense of confidence, developing among them social responsibility and consciousness, fostering amongst them habits and attitudes necessary for adjusting in the community, creating amongst them an awareness of the futility of leading a criminal life and uplifting them morally, mentally and socially. Meditational therapies and practices like Yoga has been promoted to erase the memory of the past experiences among prisoners lodged in the Jails of Assam. There are 2(two) Yoga Teachers who have been imparting training on Yoga to the inmates of the Jails every year.
Recreational facilities have been provided in all the prisons of the state for the benefit of the mental and physical health of the prisoners lodged in the Jails of Assam over the years.
The Department has provided facilities for the following games and sports in all the Jails of the State. Football, VolleyBall, Carrom, Ludo, Playing Cards, Chess, Cricket.
The Department has been organizing a number of cultural programmes in connection with different important festivals irrespective of caste, creed and religion, National Days etc. for the prisoners in the Jails like :
